To set up phase-level effort planning in a template:
Enable Phase Effort Planning: Turn on phase-level effort planning for your template.
Set Phase Efforts: Define the effort hours for each phase of the template.
Use Auto Allocation: Leverage the auto allocation feature to convert planned efforts into real-time resource allocations based on your phase-level effort setup.

Go to Templates
Select Project templates
Choose a template and naviagate to Settings.
Choose the Phase-Level Effort Planning option to enable it.

Once phase-level effort planning is enabled, you can begin assigning effort hours to the team members who are responsible for specific phases of the project in the template. This allows for precise allocation of resources, ensuring that each team member’s contribution is planned in alignment with the project’s needs at every phase of the project.
To do that,
Open the project template and select the phase you want to edit.
In the side panel, under phase details locate the option to add efforts.
Choose the placeholders or team members to assign effort hours for that phase.

Ensure all phases have assigned placeholders or team members and effort hours.
Go to the Allocations tab within the template.
Toggle the Auto Allocate function in the top-right corner to activate automatic allocation.

Enable Phase Effort Planning: Activate phase-level effort planning for the project.
Set Phase Efforts: Assign effort hours for each team member or placeholder in the individual project phases.

How to enable effort planning on a project
To enable phase level effort planning for a project,
Navigate to Projects
Select your project and navigate to Project Settings.
Go to Resource Management and then select Effort Planning Level.
You will see two options: At Task Level and At Phase Level.
Choose the “At phase level.”
Note: After assigning placeholders and efforts at the task level, if you switch back to phase allocation, all efforts will aggregate into their respective phases. However, switching from phase-level allocations to task-level allocations will reset the task allocations to zero.
How to set phase efforts for individual phases on the project
Setting up efforts for individual phases of a project involves allocating the specific effort each team member needs to contribute to successfully complete the phases they are assigned to. This ensures that every member's workload is clearly defined, under each phase of the project paving way for streamlined resource management at every phase of the project.
To do this,
Navigate to the Project Plan, select a phase to edit.
Click "Edit" next to the phase effort.
A list of assignees for that phase will appear.
Edit the entries and add effort to the assignees, which will then aggregate to form the total phase hours.
Save the changes.

How to manage permissions for phase effort planning
You can determine which team members have the authority to manage effort planning at the phase level for projects. This enables you to assign specific individuals the responsibility of allocating resources and making adjustments, ensuring that only authorized personnel can modify critical project resources.
To do that
Click on Profile and Go to Settings > Permissions > New Permission.
Under Resource Management (Project Level):
Select options like "Can view allocation totals for projects," "Can turn auto-allocations on/off for a project," and "Can manage level of effort planning."
Under Phase Permissions:
Enable "Can edit phase effort."
Under Task Permissions:
Enable "Can edit effort."
